1. The Strongest State event is about earning State points and occupying the Central Fort.
2. Commanders need to complete Preparation Phase quests within the time limit to earn points for your State and prepare for the Central Fort Conquest.
3. In the Central Fort Conquest, the State eventually occupies the Central Fort will win!
