A series of disability reform analysis to encapsulate reform of the state to make disabled persons equal citizens.  An Act of the Parliament to provide for a Written British Constitution to become a Federal State with separation of powers of the Executive, The Courts, The Monarch and Citizens; to provide a written constitution for the ‘Federation’ of the United Kingdom of Great Britain and Northern Ireland to have effect from the enactment of the Constitutional Reform Act 2015; to provide for the establishment of a Constitutional Commission of Authority to operationalise the constitution for a Federal Parliament and providing permanently devolved Governments for Scotland, Wales, Northern Ireland and England; and for connected purposes.
