Good idea and morals, but...
Denzel Washington is an amazing actor but does not deliver here, due to the movie trying to fit too many good ideas into one film and failing. It is remarkable for having been shot before 9/11 and anticipating much of the terror and counter terrorism problems we have seen over the last years, the fear, loss of freedom and division of eastern and western culture. Impressive from this point of view and a strong voice for human rights.
From a cinematic point of view it has a random storyline, poor characters and acting. Watch it for the morals, not for good cinema!

Sadly prescient, of terrorism and the methods used against it
An excellent thought provoking movie. Made before 9/11 it looks at what might have happened if NYC were attacked repeatedly by terrorists. Of course, the attacks in the movie were on a much smaller scale than what actually happened in NYC three years later. But the mistrust of anyone of Arabic origin is well portrayed, and the dangers of using the Army as a police force are graphically shown. Of course, in reality these abuses were conducted out of the public eye, in Pakistan, and Guantanamo and so didn't get the attention they got in this movie. Highly recommended.
