The Graduate School of Public Administration (GSPA) at Seoul National University (SNU), recognized as a leading institution in social policy and administration, offers the Global Master of Public Administration (GMPA) program. Launched in 2011 in cooperation with the Korea International Cooperation Agency (KOICA), the GMPA aims to cultivate global leaders and public sector professionals from both developing countries and Korea.

The program's core mission is to share knowledge and experience gained from Korea's development by training public officials. It focuses on enhancing public administration capacity, equipping students with skills in human resources, organization, finance, and public policy, and fostering a global network for addressing public issues. Students earn an MPA degree by completing a minimum of 33 credits, including core courses in public administration theories and research methods, and a mandatory thesis. Additionally, Korean public officials have the option to pursue a joint MPA degree with one of GSPA's collaborating world-class universities.
